This passage simply elaborates on Numbers 29.2 that we observe at my last posting.

Concerning the grain offering associated with the seven lambs at the Feast of Trumpets, they were to use one-tenth of an ephah of the grain offering for each of the seven lambs,

…and one-tenth for each of the seven lambs… (Numbers 29.4).
